What happens when...

A 12yr old boy is riding bicycle down the street, he is hit by a car.  His parents are Florida residents and have drive their Florida registered car to the scene of the accident.  When they get there, the boy is being taken to the hospital.  The policeman is giving the ticket to the driver of the vehicle for reckless driving.
